Position Overview

The CEO is responsible for providing high-level and strategic leadership and management of WYDAC, and for leading, implementing and achieving the strategic objectives of the organisation, as well as for setting a positive organisational culture, adhering to regulatory compliances and building and nurturing strong stakeholder relationships.

The CEO is accountable to the Board and its Directors, and oversees the Executive Management Team (EMT) which consists of the Chief Executive Officer, Manager Youth Development, Manager Youth Diversion, Manager Children and Families, Operations Manager and Manager People, Governance and Strategy.

The CEO enables the Board to fulfill its governance and decision-making responsibilities with clear, appropriate communication and support. Together, the Executive Management Team and Board give direction and leadership to the WYDAC vision, strategic plan, annual goals and objectives.

The responsibilities of the CEO must be conducted in line with the (Corporations) Aboriginal and Torres Strait Islander Act 2006 (CATSI Act), the provisions of the Office of the Registrar of Indigenous Corporations (ORIC), legislative requirements, the Corporation Rule Book and funding agreements.

Reporting Relationships

The CEO reports directly to the WYDAC Board of Directors. The Board consists of approximately 50 community representatives and is led by an executive, including a male and female Chair, and a Deputy Chair.

Governance and Strategy

The CEO works with the Board to enable them to effectively fulfill their governance functions and decision-making responsibilities.

The CEO:
• Supports the Board in determining values, vision and strategic planning
• Plays a key role in translating these goals into realistic action; and in the ongoing development, implementation and achievement of the strategic plan
• Guides the Board to ensure sound governance
• Provides regular comprehensive and informative reporting
• Keeps the Board and regulators informed of any developments that may have a significant impact on WYDAC’s performance.

This includes:

• Presenting information to the Board in a manner that permits the Board’s full understanding of the operation of the Corporation and enhances the Board’s ability to make informed decisions (including translations as required)
• Facilitating specialist input to materials presented to the Board as needed
• Presenting clear and logical recommendations for action; including a risk / cost benefit analysis and their possible outcomes
• Facilitating discussion and deliberation
• Managing the Board’s due diligence process
• Keeping the Board informed about trends, issues, problems, opportunities and activities relevant to WYDAC’s operations and performance

Compliance, Risk and Quality

The CEO:
• Monitors and ensures compliance with all legal requirements, statutory or otherwise; including filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations
• Ensures that relevant matters raised at the Management Team Meetings (MTM) are reported to the Board at Board meetings.
• Establishes processes to monitor and manage risks appropriately, including communicating identified risks to the board in an effective and contextualised manner and recommending mitigation strategies
• Ensures effective management, maintenance and implementation of WYDAC’s policies and procedures
• The Management Team ensures WYDAC meets it statutory obligations by complying with the relevant regulations and maintains quality management principles and practice in all areas.

Financial Management and Sustainability

The CEO:
• Ensures that adequate funds and infrastructure are available to permit WYDAC to carry out its work and support its sustainability, including developing innovative funding strategies and opportunities, and overseeing applications, management and administration of funding.
• Prudently manages WYDAC resources within the budget guidelines and in accordance with funding contractual requirements
• Ensures robust financial practices and oversees the fiscal activities of WYDAC including budgeting, reporting and audit

Program and Operations Management

The CEO:
• Provides general oversight of all WYDAC activities and ensures a smoothly functioning, efficient organization.
• Oversees the design and provision of high-quality programs in line with the strategic vision and direction of the organisation.
• Monitors and maintains quality, best practice and cost-effective delivery.
• Maintains and develops positive working relationships with external stakeholders and actively seeks the development of agreements with collaborative/partnership agencies
• Maintains a working knowledge of significant developments and trends in the sectors specific to WYDAC’s service areas.

Culture and Human Resources

The CEO:
• Promotes a transparent, performance-oriented culture within the organisation that encourages and supports staff development and performance; and builds team cohesion and morale amongst staff through good communication and by inspiring, motivating and empowering people
• Oversees development and implementation of sound WYDAC human resources management systems, policies and processes that support recruitment, performance, development and retention of a strong team of staff and volunteers that enables achievement of WYDAC values, strategies and objectives.
• Ensures that all staff understand and apply culturally appropriate ways of working when working with Aboriginal clients, staff and the Aboriginal community
• Maintains high professional standards of practice and compliance including Workplace Health and Safety, Equal Employment Opportunity and Anti-Discrimination.

Stakeholder and Community Relations

The CEO:
• Serves as chief spokesperson for WYDAC, with the support of the Board, representing WYDAC in positive, strong and evidence-informed terms to relevant stakeholders and the general public
• Develops and expands sound working partnerships and relationships with government (NT and Federal), and with key organisations across and beyond the areas of service provision
• Liaises with clients, volunteers, donors and the community in order to improve services and generate community involvement
